A new poll has revealed that a significant majority of American voters value safe AI development over the need to compete with China in the development of artificial intelligence. The poll, conducted by the AI Policy Institute (AIPI), a US nonprofit, shows that 75% of Democrats and 75% of Republicans believe that a careful and controlled approach to AI development is necessary to prevent the release of tools that could be used against the US by terrorists and foreign adversaries.
The findings of the poll indicate that American voters disagree with the tech industry's narrative that the US must prioritize speed over safety in AI development in order to stay ahead of China. Instead, voters support more stringent security practices at AI companies and are worried about the risk of China stealing their most powerful models.
The poll also reveals that 50% of voters believe the US should use its advantage in the AI race to prevent any country from building a powerful AI system, by enforcing safety restrictions and aggressive testing requirements. In contrast, only 23% believe the US should try to build powerful AI as fast as possible to outpace China and achieve a decisive advantage over Beijing.
The AIPI's executive director, Daniel Colson, notes that the polling results suggest that voters want a third way, one that promotes safe and responsible AI development with guardrails. The survey also shows that 63% of American voters think it should be illegal to export powerful AI models to potential US adversaries like China.
The lack of comprehensive AI regulation in the US has created a regulatory vacuum, with different government agencies regulating AI technology within their existing remits. However, a recent Supreme Court ruling has limited the ability of federal agencies to apply broad-brushstroke rules to specific circumstances, making it harder for Congress to delegate authorities to existing agencies or a new agency to regulate AI.
Despite the challenges, the polling results suggest that voters are not as polarized on AI as they are on other issues, and that there is a growing consensus on the need for safe and responsible AI development.
