Council of Europe Seeks Global Consultants for Minority Rights Project: Enhancing Societal

The Anti-Discrimination Cooperation Unit is seeking international consultancy services to support the implementation of a project aimed at reinforcing minority rights and minority languages in Kosovo.

The Anti-Discrimination Cooperation (ADCU) and Hate Speech, Hate Crime and Artificial Intelligence (HSCU) Units run extensive programs of cooperation activities to help combat discrimination, hate speech, and hate crime, as well as support the empowerment of minorities, the positive management of diversity, and respect of human rights, including in the deployment of digital technologies, algorithmic, and artificial intelligence systems.


The Council of Europe is launching a call for tenders for the purchase of international consultancy services in the area of minority rights and minority languages in the context of the project “Fostering societal cohesion by reinforcing minority rights and minority languages.” This initiative aims to enhance reconciliation and societal cohesion by empowering minority groups in Kosovo to better exercise their rights.


The project aims to create a pool of international consultants with expertise in minority rights and minority languages to implement activities related to legislation and policy development, capacity building in the education and public administration sectors, and awareness-raising initiatives.


Interested consultants are invited to apply and submit their offer for the provision of services in line with the Tender File and the Act of Engagement, which contain a full description of the terms and conditions of engagement and the scope of activities.
